Water limits renew urban vs. rural debate

The mandatory water cuts ordered this week by Gov. Jerry Brown target California’s cities and towns, which account for about 20 percent of the state’s human use of water. Brown’s unprecedented action, however, doesn’t directly curb the state’s largest user of water: agriculture, which drinks up about 80 percent of the diminishing resource used each year, as it does in most Western states.
