Many factors enter into vaccination response. Animals that are sick, nutritionally stressed or suffering from other types of stress (such as weaning and/or bad weather) may build less-than optimum immunity. Young calves that still have maternal antibodies (passive transfer of immunity from colostrum) may not respond to certain types of vaccine.
